This is permanent as it is the iron on vinyl (clothes ect) hope that helps answer your question.

How does Vinyl handle being washed once its on the fabric, can they go in a washing machine or is it hand waah only?

The vinyl appears to go into the fibres, so you cannot feel it like you would regular vinyl. Machine washing has not had any affect on it yet, washed with regular clothes at 40C

Can I use it on a wedding veil fabric?

To be honest I'm not sure but if you put grease paper over it it should work as i do that with my t-shirt
