I need to lay new concrete base over an old one, can I use this to paint on old concrete first so that the new concrete will bond?

Yes you can use sbr but you don’t paint it on you mix it with cement to make a slurry not to stiff pour over floor then brush it in to leave a rough finish hope this helps
