To some extent, yes. It's high heat resistance would also be a plus. You might be better served if you found some stage lighting 'gels' as they are specificly designed for doing just what you want to do.

Is this tape UV light blocking

To be honest with you I’m not certain, I use it to become a barrier between the core and the copper wire when I wind electromagnetic coils so the core metal rod does not overheat,, it is translucent so I would imagine it would block some IV rays but certainly not all ,, I hope this helps you

No. This is an electrical insulator, not a thermal insulator. It can withstand a higher temperature than regular electrical tape without breaking down, but it does not insulate thermally.
