do these refills fit parker fibre tip pens?

I would suggest you buy the Parker brand unless you want to take a chance. These fit perfectly in my DuPont pen.

What is the precise length of these refills please?

Not many brands sell refills with this broader type of fibre tip. These excellent Dupont refills are 115 mm long, which is slightly longer than the standard "Euro" refill used in most other brands, but the difference is simply in the plastic plug at the end of the refill. I cut the end short with a sharp knife to use these refills in other brands of fibre tip/rollerball pens, such as Aurora. Alternatively, I lever out the end plug from the Dupont refill and replace it with the shorter plug from another brand.
