Please could you tell me if the 2.5mm diameter of this cable includes the green and yellow outer part, or is just the copper inside's diameter?

The 2.5mm diameter refers to the copper section.

From the photos and (one) review this looks to be stranded, is it flexible or stiff wire?

Mine was single strand stiff copper wire.

Can i use this for the second earth on a double socket or do i need a single copper earth

Not sure what the question means. A standard double socket will usually/often have a common earth connection for the socket (both sockets), rather than them being independently earthed. If there was any worry about the earth connection and a need to run a second earth connection (to a suitably conductive pipe, for example, which will need an earthing strap) then yes this should be fine. If you just wanted to connect two earthing points within the socket for some reason, again, fine; but the earthing connection will only be as good as the 'primary' earth on that basis, of course, and this won't add additional protection.

Its not the diameter. 2.5mm squared is the total cross sectional area of the copper conductor, which defines its current carrying capacity. I don't know what the diameter of the cable is but I could measure it for you if it would be helpful, as I have some of this cable at home.
