is this just one set for either men or women? Or is there a separate set for each?

It is just one set for either men or women. I bought this set and would recommend great clubs.

Is this set available in petite for a teen girl?

I don't know. They probably have.

Are these cheap chinese made?

They are Chinese most likely, but they don't feel cheap. I've used a few times and my son has used them even more. No complaints. Quality bag, nice weight and feel in the clubs. I recommend

I am 5'10" will these clubs fit me?.

yes... these clubs will fit anyone up to six feet tall
