No. A Smart TV isn't designed and built to support cellular connectivity.

You say 2023 IPad in your description. Please explain. I have an Ipad with an USB-C port. How do I determine if it will work?

Currently VOS can be used on the latest generation iPad (10th-gen, 2022 and after) that have a USB C connector, just like with a laptop you do not need to load any software or driver, just connect it to your iPad and in 30-40 or more seconds ( depends on network signal of the area ) you are connected to a high-speed 5G network.
