Will these work with 5/16 cable?

The width of wheel is 3/8 with 1/16 wide peak on each side of half round concave U curve for the 1/4 inch cable to ride freely on, 5/16 cable looks like it would still work, will be a tight squeeze and would be the maximum size cable this roller is made for.

Are the ball bearings stainless steel?

They have lasted me years in the weather. Everything you can see on them is stainless. As for the bearings inside, I don’t know, never had one go bad and my oldest ones are at least 3 years old and exposed to all the weather. They are hardiest I have ever used.
