Is this product tested on animals?

No they do not test on animals, I wouldn’t have tried it if it was. Here is a faq link that you may find useful https://www.sandandsky.com/faq

Is it normal for pot not to be anywhere near full?

My jar wasn't full to the brim but I've still gotten so much use out of it (so far - still more to go!). If you're really concerned about the amount of mask in the jar I would reach out to their customer service team, they're really responsive & helpful.

Does it always come with the brush, ? cause I don't need so many brushes and I want to buy this regularly

Mine came with a brush so presume they all will.
