does this work with moble scanners?

I don't know exactly what you are asking. We use them in our vehicle fleet which have computers in them and they were great.

Would it work with an Android device without simcard or in areas a sim card doesn't work?

Expected and supposed to. I've bought it for ipad tablet which I run Navionics app on,but didn't test it yet out of ipad's gps reception zone
