Does this stem puller work on an electric scooter or a bike?

This valve stem removal/installation tool works on car tires.The valve size of a bicycle or scooter tire is likely not suitable for it.

Does the end where you screw it into the valve stem rotate, or do you need to rotate the entire tool to put it on? Motorcycle rim = small work area.

The head swivels. I can’t imagine this would be an issue on a motorcycle rim. Rubber valve stems are flexible also.

Do i have to remove the tire to switch out the valve stems?

At work, we use a tire machine to pop the bead on the valve stem side and the machine has an arm that will press down on the sidewall enough where you can remove and install a new valve stem. So yes, it can be done.
