Q: Can it climb tall steps easily?

Yes, it climbs steps with ease. I use it up three flights of stairs and have had it for a few months now and it works great. I love it!

Q: Would this fit 3 large pool towels, 2 changes of clothes, sunscreen, & a can of Clorox wipes? Would it work for a pool bag?

I think this bag could meet your need, and remember to dry the bag after use.

Q: How does it perform going up and down Open Backed or Floating Stairs with no back?

Honestly, don't get this. I put a 12 pack of water on it and the front stand that props it upright on the ground for you to load it bent and broke on the first run. Get a heavier duty one. Plus the wheels are small and would get trapped on open stairs
