Does this leave a glitter/shimmer effect or a smooth chrome finish? Looking for something without the shimmer.

When I used it with a gel nail polish beneath it, it was a chrome finish look, I also tried it without any nail polish and it looked glittery.

Can this be used on regular nail polish?

Yes! Just wait about 3-5 mins after your last color coat and gently apply the powder. Seal it with top coat and after 10 mins wash your hands to get rid of the extra powder around the nails. Gently wash and dry. I recommend the Essie Gel Couture line - it’s like gel polish but without the UV light, removes with religar nail polish remover, and it last! Hope this helps!
