Can I use any brand pouches?

Yes. The laminator is compatible with any 3mm to 5mm laminating sheets. Just make sure they are rated for high temp on the heated setting. The high temp may melt the low temp pockets.

Can this laminator do a normal size piece of construction paper?

yes, If for any reason it doesn't you can trim the size of the paper to fit the sheath. Sheath is 9"x11" Some average sized construction paper can go beyond this width, but I have found most do fit perfectly. Best of luck..I love this machine!

How to use the cold mode?

The cold mode no preheating is required.But you need to buy the Self-Adhesive pouches to work with the cold setting,the pouches come with the laminator are work for the hot setting. The cold mode is great for some special old pictures and documents.

It doesn’t seem to be able to turn off, is that normal? As soon as I plug it in, the rollers start. The rollers continue after on/off use.

I would say it is defective. There is a sensor inside that should not start the rollers until it detects the paper with the laminate sheet. I would contact the manufacturer or return it and get your money back.
