Can you turn the rgb off?

You can only turn off the lights by not connecting the fans. The fans won't spin if disconnected.

Does this case come with a fan/argb controller?

No it does not. This case does not have addressable LED fans.

Is there a controller on the case to control fan speed?

No. I did not see a fan light or fan speed controller

Will this work with any motherboard?

Yes it will, I installed a full size ATX Mother board,and it works like a charm.
