Can’t slide past existing mounting bolts…

I don’t see the reason for the bolt and rubber grommet to sit so high. It makes it impossible to slide past existing bolts without removing them. Kind of a pain. Essentially these are end caps only and can’t be easily adjustable in the center areas of a rail that have bolts
