Does this fix the oil pastel hard? Can you touch it and it doesn't smudge or move?

It acts like a varnish sealing the powdery parts so doesn’t smudge. I didn’t lay on the oil pastel thickly so not sure about smudging. Although I didn’t try to smudge it so maybe get some and test it first.

I purchased this fixitive based on the good reviews, for a large sennelier oil pastel drawing. one week on and it is still very sticky. please advise.

Did you spray several times? It advises to spray thinly several coats. We have and it was fine.

What area will one can cover? And how many coats are required?

Not sure exactly how much a can will cover but quite a few of you do 2 coats minimum.
