No it doesn’t! It’s silicone and sulphate free. It’s one of the Curly Girl a approved products and I used this for around 2 years… amazing gel

What is the fat content?

I'm not sure how oily it is but it's recommended for the cg method and they're not usually oily. If you look up the ingredients list and see how far up the list the oils are that should let you know. The items at the top of that list are the biggest quantity and the ones at thr bottom the least. Good luck
