I purchased this for my son when he was 3 - he is now 4 and it still fits. My daughter is turning 8 and it fits her.

What's the smallest circumference for the inside headband?

I don't know the exact circumference but my 3 year old grandson can wear it with no problem. He doesn't need to adjust it to the smallest size.

What kind of batteries does this take?

It's packed away, but I think button batteries.
