Is this tsa approved to be put in carry on luggage? given it’s for portable devices, it’s basically a steel pipe.

I have never even considered this question. It would definitely be allowed in "check-in" luggage. As far as carry on, since it does not have "sharp edges" I would think it would pass, but if you are unwilling to take that chance - pay the extra for check-in luggage or contact TSA directly.
