what would cause the stockings to fall down after being worn and washed a couple of times

They do tend to get looser every time you wash them. I guess this is to be expected since they are elastic. That being said, mine never fell down but they did get looser

How do I return the stockings?

Amazon provides an order page with your invoice, write a product review, etc. also there is a return item tab you can click on and follow the instructions based on your order, reason for return, and how long you have had the item. Hope this helps. csm

can i use a garter to hold the stockings up

These stay up quite well by themselves as they are quite snug, but I don’t see why you couldn’t use a garter if that’s what you desire.
