Q: What are the white sheets that come with the vinyl?

They aren’t white sheets, it’s transfer paper. The backing is just white.

Q: What setting do you cut this vinyl on the silhouette cameo 4?

I couldn't imagine trying to cut with a Blade 1 and pressure of 10-20, if I did that it wouldn't cut right and cause little pieces to lift and move/stick to the blade. I use a blade of 3 and pressure of around 4-6 depending on how new the blade is and if I see it start to dull out. Everyone's Silhouette is slightly different I've found out, but I've never seen anyone using a blade of 1 and pressure 10-20 to cut adhesive vinyl.. I suggest doing test cuts to find your machines "sweet spot".

Save yourself the money. Go to Dollar Tree and buy a roll of clear plastic vinyl. It works fabulous for transferring. I use all the time and buy all vinyls from Amazon.
