Is the mail glue and builder the same thing ?

No I don’t think so. The nail builder I think is a gel. Glue is to glue nail to your nail. Hope that helps.

Do I need to buy the top coat and cure ? If so do I have to use uv light ?

If you use regular polish or the ones that say gel but just look shiny no. If you use a gel polish requiring us light then yes. There are so many polishes on the market. They will tell you if a I’ve light is required. Nails accept polish very well. Sometimes only need one coat depending on color. These are the best nails ever!
