I have a 29 sailing sloop with 8800 pounds displacement. I'm curious as to how this unit will handle in rougher conditions such as offshore?

I can provide another data point here. Although my system is an older version of this (Mk1 wheel drive, ST5000+ control head) I don't think these systems have changed all that much and likely only for the better. My application is well outside the manufacturers recommendation. Our boat is 40' displacement power boat, 14 tons, 6.5 knot cruise, hydraulic steering 6 turns lock to lock. Rudder is large and steering is highly responsive, steering effort is low. We are using a Raymarine rudder reference connected to this unit. It is virtually impossible for me to steer as straight as this system does, even in a following sea. I feel that this setup works well on our boat mostly because the steering effort is low and the rudder very responsive. The autopilot steers the boat the vast majority of the time we are running. Since we are a power boat and engine is running while we are under way power consumption is not an issue. The wheel drive is noisy, but so is our engine. I don't mind the noise of the wheel drive as it lets me know it is working. I have a wired remote and in open water on a nice day it is very pleasant to sit out on the front deck and steer with the remote. We just got back from a cruise where the autopilot steered the boat for several stretches of 3-4 hours or more non-stop. All of this being said, since we have hydraulic steering a hydraulic pump (instead of the wheel drive) would be a better option without a doubt, but a much more expensive one.

can it be used on a power 22 ft. fishing boat ?

Yes. If there is a pedestal or wall to mount the wheel control. Need a fixed solid surface and spokes on the wheel. The rests is easily, but don't know why there are so many parts. The cpu, the compass and control head (display) can actually be combine into a small unit.

Can this be tied into a larger nmea system? useful with a wifi nema sender? for use with tablets and such?

Sorry, I don't have an NMEA network other than the links between the autopilot components. Raymarine should be able to answer this question. I will tell you that I am very happy with how the autopilot functions on our 34 foot sailboat. I did have a warranty issue and it was resolved quickly with no hassle.
