Q: Can this stay out in northern New England winters?

It doesn't even hold up 4weeks in may/June weather, the bottom boards holding the dirt n plants severely warped after a few weeks, the one leg split from top to bottom where screws are, I notified company they offered to return some of the money....not replace the product....stay away from this

Q: Does this planter come assembled ?

No, but the assembly is easy if you have a drill.

Q: Are there pre drilled holes for assembly?

Yes, there are pre-drilled holes, easy installation, pay attention to the electric drill should not speed too fast

Q: Does this need to be painted or sealed?

I believe you can paint or seal it. But I bought it because it's made of cedar wood which is supposed to be strong enough to resist weather damage according to the seller's description. I haven't tested it yet as we just put it together.
