Yes, it hasn't leaked when I use it horizontally.

How do you open the water tank?

The water tank (clear plastic on the handle) puls straight out from the handle.

Can I use this travel steamer with 100 voltage in Japan?

This is a dual voltage steamer. I used it in Germany. You have to use the switch to change it from 220 to 120.

Is it normal to make a little bit of a motor noise when the steam is on?

Yes, it makes a ticking sound as the water warms up. Mine doesn't keep making the sound the entire time.
