I did not receive the wall charger. Does this use a regular 5 volt usb phone charger?

Yes, that’s what I use and leave it overnight for charging without issue. This product is really great. I always use It for my motorhome with a v8 Godzilla engine.

Do I need to have it plugged to the wall outlet to use as I am jump starting or is it truly portable?

You charge the booster ion battery to 100% using an A/C outlet and the charger cables that came with the booster. Then the booster is ready to use. It does not need to be plugged into an A/C outlet when you use the booster to start your car. This product started an SUV that my friends ion booster could not succeed in starting up his car.
