Can these filters be used for liquid as well as dry?

No Iam afraid that you would have to remove them,I have never used my vacum for liquid just dry matter ,fantastic machines

are these filters suitable for fire ash

Not if the ash is hot but should be ok for cold ash although I think it would clog it up really quickly! This is not really designed for this purpose however and it’s quite cheap to buy an ash hoover meant for log burners which does not contain a filter!

Are these equivalent too Hepa filters?

No they are filters to stop dust getting into the motor
