I was told by the factory the 4000 watt mod 198 never has a true off, so how cold before the lowest setting turns on, as I worry for frozen pipes ?

I'm going to assume that you might be talking about a place that you visit for a vacation or some other reason, but not a full time residence, so thereforyou (set it on the lowest level) when you leave hoping the Broan will turn on (when it gets cold) to save your pipes from freezing.In that case, I might not be the best one that can answer your question. (However) I live where my Broan lives, In the winter time I set It on # 2 settingand It does a great job. While (I would) trust the manufacturer, I still would set it just a hair above "off", Just to be sure. Hope this helps! and good luck.JL.

how loud is the heater, how many sones?

We do not have a sone level/sound ratings on the wall heaters. The only products that we supply sound ratings for are the fans that exhaust outside.

I’ve noticed the air is cooler at the bottom and gets warmer at the top. Is that normal?

Heat rises room air in the bottom heated air out the top.

When wired for 2000 watts, does the grill stay cool enough not to burn a small child's hands?

I have this in my living room and run it during the day most days. I have small children and they can't stand in front of it for too long when it's running because the air gets very hot. But I have never had any of them have an issue touching the metal.
