How do you get it to power on?

It takes batteries. (CR2032). However, do not leave them in because even when it is switched off, it still drains the battereies withing a few days.

Can anyone tell me if the product information contained with the anemometer says the accuracy for air velocity and what it is +/- speed in m/s thanks.

+/- 5% but word of advice, this takes CR2032 batteries and if you leave them in, they drain within a couple of days, even when switched off so you must take your batteries out following the use of this unit. Apart from that, this is a great unit for the price.

does it measure average wind speed?

It just measures the current wind speed. But you do quickly get a sense of the highs and lows of the wind.
