Can this be used to pad a laptop bag?

Yes. Perfect for a laptop bag. Ive used it for bins and bags very successfully.

Would this work for a baseball cap peak?

It maybe a little thick but it would do the trick. If you over-stitched well it could work. I have used it in bag making so can only really speak for that but can't see why it wouldn't work. Hope this helps.

Is this product washable?

I use it for bag making and so far haven’t washed any but it is polyester so I think it should be.
