Silly questions, but do these go over the existing trip piece or do I take the stock one off first?

Yes, it goes over existing trim! Held on with double stick tape!

This will fit the 2021 JLU model too?

Absolutely. This fits all JL/JT series models of Jeep Wrangler produced since 2018.
