I am 5'10" 190 lb and the large fits perfectly. Do not know about the small.

Q: Is this jacket stiff like the other Eisenhower Jacket

Yes, completely stiff. After about a year of wear the original creases down the sleeves are still noticeable. That said, I much prefer this make/model of Eisenhower jacket over the other.
