To buy this expansion, currently, you have to buy 2 (minimum purchase requirement of 2 items). I think this must be wrong and the seller needs to correct this.

Can you play this without the other extension pack?

Heya, yes is the short answer. The extension packs mainly build up your suspects, rooms and murder weapons. One of the extension packs introduces a new type of card but you would substitute the new card type for the weapon cards. But either way having one extension and not the other will not affect if you can play the game :)
