Can you use it with a 15mm socket

The simple answer is yes. However it does depend on the drive size of your socket. 15mm sockets are available in 3/8th drive and 1/2" drive. If you look at the socket you will have the 15mm hexagon end (the bit that goes on the nut or bolt you want to attach it to) and a square end (the bit that attaches to the ratchet. Measure this square, if it is a half inch square it will fit this ratchet, if it is 3/8ths of an inch you will need a 3/8ths drive ratchet also available from Amazon I think..

Can you out this in complete locking position (i.e. lock in position for both both directions for loosening and tightening?

It has a two position switch that sets it to either clockwise or anticlockwise ratchet. Clockwise would normally tighten except where the thread of the fixing is a left hand thread. I have not encountered a ratchet with a lock position. A breaker bar maybe what you are looking for.

Will it work for a 13mm socket?

it will work if the 13 mm socket is 1/4 drive but I would rather use a 3/8 or 1/2 inch drive ratchet when using that size socket
