are they just on and off or is there a timer?

On/off switch on bottom. No timer option available.

How long can these stay on before having to change the battery ?

I bought the clear ones , after about a week I had to change the button batteries. I bought all new rechargeable batteries and a very large case that has slots for 140 batteries of all sizes. I got sick of buying batteries as I have tons of items requiring them

How to change battery ?

This is not a rechargeable battery, you can replace it with an AG10 or AG13 cell battery
