Q: does this fit over the ultralight too? what about when the infant seat is on the ultralight?

We have a brand new ultralight, and it fits like a glove with a rear seat installed. I have tried it with the infant seat. This model was $10 cheaper than the one marketed specifically for the ultralight, so we took a chance, and it fits perfectly.

Q: does the rain cover fit even when a car seat is installed up front and the rear seat is installed?

I've not tried it, but I don't think it would. It's a pretty snug fit around the stroller without the car seat attachment- great for keeping them dry and warm, but not big enough to stretch another foot or so out in the front. Joovy does make a head support called the Snugging Go, so you could use that with the rain cover for a little one. Not as convenient, but it would do the job.

My cover fits just fine. Are you sure you have it going on correctly and over the bars on the sides? The trim sticks up a bit from the basket but I think that's due to the curved zipper.

Q: Does this work over the infant insert?

I bought this for my BOB stroller. I use it with my BOB and Graco car seat adapter + Graco infant car seat. Works perfect!
