Yes easily. Good like across the whole rail and hold it tight while it dries... even better if you can prop it where it needs to be as it takes a while to stop sagging otherwise. I stuck a work bench to a damp brick wall using this and a year later it’s still there.

Would this be suitable to use to put up a blind

I personally would apply this to a piece of wood and then secure the wood to the wall.and then secure the blind to the wood following the instructions for doing so. I use this method on a regular basis and find it really does work.
