Will this battery start a 400cc diesel engine generator?

Very doubtful as that’s not what it’s designed for. It’s a low amp output to drive a small electric motor. A 400cc Diesel engine needs at least a 450amp output. Not the 36 that this battery offers.

How long does it take to charge this battery?

If you ring NRG power systems on 0800 0854 703 their team are very helpful, if you quote the battery spec. I charge mine overnight and it's fine. The charged has a coloured lights to indecate when full
