It says not suitable for under age 3 but the child advertised with the toy doesn't look 3 and up?!

The toy is 10+ months, there is an error in the listing of the product.

Why is this 10 months plus when the fisher price one without wheels is 6 months plus?

I guess it's because maybe 6 month babies can barely crawl so there's no point having a toy with wheels. Other than that, I think it is really subjective. I doubt that there is any safety issue.
