That is 13 ft -lbs, scale start at 20, so I don’t know

Can I use a torque wrench as a breaker bar?

Torque wrenches aren't designed to be breaker bars. Using it in that fashion could/would destroy the wrench.

The torque wrench clicks after I install the first bolt, is it ready for another bolt, or does it need to be reset?

If the next bolt requires the same setting as the first one, you don't need to reset it. Always remember to return the setting to the lowest torque setting before storage.
