Will it dye over grey? I need to update my little girls school uniform

As a general rule you need to dye to a darker shade so navy should dye a light grey.  Natural fibres such as cotton and wool are best.

Can you dye netting I.e curtains?.

I wouldn't recommend it as most fabric dyes are only to be used with cotton items for the best results and from previous experience not recommended for polyester.

Question 3

Has anyone used this dye on canvas or hessian fabric? I was wondering if it would take well on those.

I HAVE USED DYLON DYES FOR YEARS AND HAVE ALWAYS BEEN DELIGHTED . RECENTLY I TRIED TO DYE SOME CANVAS CHAIR COVERS -THIS WAS MY FIRST DISASTER ----  THEY CAME OUT PATCHY AND SPOTTY . 
UPON FURTHER RESEARCH I DISCOVERED THAT CANVAS MATERIAL IS USUALLY 'TREATED' IN SOME WAY TO MAKE IT DURABLE --- THE 'COATING' USED TO TREAT THE MATERIAL DOES NOT TAKE DYES . THE CHAIR COVERS NOW LOOK A FORM OF 'SHABBY CHIC' .

Can this dye remove bleach damage on navy wool cardigans

To answer the issue of heating wool, it’s  sudden changes in temperature and moving the wool around that causes felting, but don’t machine wash/dye if it’s not superwash wool, machine washable. If it’s hand wash ordinary wool, heat is ok provided it heats up gradually and is also rinsed in water the same temperature, and then cooled by just letting it sit in the final rinse till room temperature. Be gentle with it.   If you watch videos on how to dye yarn or fibre you’ll see hot water being used, but gentle transitions.

Bleach is tricky and stays in the fibre. You can neutralise it if you can get some sodium thiosulphate. Goodness knows where from!  But I remember that from school chemistry lessons!  
I doubt they put dye in the bleach, just that the bleach may cause the original colour, or the new one to “break”, or if the dye has different colours mixed together, some may be more affected by the bleach than others.
