Does it remove yellow stains from rubber on vinyl flooring?

Possibly but I think your scenario is quite specific and probably the manufacturers of the product are better placed to answer. What I would say is that it's effective at removing some stains like Jif is but not all. For a couple of pounds what's the downside ... you'll still be getting a good household cleaner.

Can this be used on white quartz? I have a brownish stain (mineral deposits or limescale?) tap area. It won't come off with mild soap or baking soda.

I’m not sure but I have silestone and I’ve used it on that with success on similar stains. Try it in an inconspicuous place first just in case.
