Where can I buy replacement covers for the sleeve board?

Google it. I’ve never needed to replace them.

Are the boards them self made of particle board?

The boards of made of particle board. They are solid, firm and sound. I am very happy with mine. I sew tiny Angel Gowns so have need to press very small areas. It does not wobble. It folds flat for storage. The covers fit nicely - I find it to be a quality product.
