Is this product suitable to make a mould for "sugar glass" bottles ?

Yes you can make the prop breakable sugar glass bottles - note its only for prop use and not for consumption

Would this be suitable for someone who is looking to make SFX flat moulds?

I'm not sure what sort of FX you're talking about, but it is ideal for flat object casting - I use it for applique mouldings on Chinese boxes - it picks out the smallest detail and is pretty much infinitely re-usable. Very flexible, so it is easy to de-mould. Hope this helps, Tony.

How much heat can this product withstand when set?

This silicone shouldn't really be used for higher temperature applications. it will take up to 100°c without much issue however going over 150°c will cause the silicone to soften and degraded quite quickly.

I have an ornate plaster wall plaque that I'd like to make a mold of, so I can reproduce it in concrete for outside. Would this product be suitable?

Depending on many replicas you want to make it may be worth considering a PU rubber such as the 74-45 which would be more resistant to the concrete than the GP-3481
