Can you use this for a first coat of wax?

You only need one coat of this. Although I did do two coats. One would have been enough. Make sure your cotton garment is clean, dry and stretched out before starting. Apply sparingly paying particular attention to seams and areas of heavy wear - elbows and shoulders for example.

Can you use this on any jacket, or does it already have to be a waxed jacket?

I would suggest only a wax jacket because it is literally wacsoni can’t imagine a proper use for any other fabric. It’s designed to shed rain and protect the integrity of the fabric. Hope this is useful

If it’s cotton yes. I redid my wax Harrington jacket - after washing it was in the same state as a previously unwaxed garment.
