Is this hard to install? Do I need an electrician?

It's pretty straightforward, any competent DIY person could do it, a case of isolating at the fuse box, connecting the wires on the little junction on the removed light fitting and the ceiling. My husband did it in 10 minutes and he's not an electrician.
