It's for the storage space in front of the arm rest.

Does this tray interfere with the usb-c ports (i.e. if cord plugged in with wire coming straight out, will it interfere with the tray)?

No it’s above the usb c ports, the tray isn’t deep enough to interfere I leave a cord plugged in constantly. Only downside to this tray is it can slide back when accelerating.
