Sure you can use it even you don't wear make up.Already used it for 3 years and won't change it for another one.

Is this safe to use to remove eye makeup?

I don't know if it is safe to remove eye makeup, but it normally removes my eyeshadow and eyeliner. I don't use it on my eyelids though. If you want something specifically for the eye, clinique has another product just for that purpose. What I can say is that this balm is the best makeup remover!

Giving just a 4 because I have not used it long enough to be 5star sure. Speedy delivery. A little concerned that the lid was loose and could of spilled out but the packaging saved it I think. No fragrance which is good. Little difficult to melt between fingers or palms but after a couple of goes its easy. Really like this up to now, makes my skin feel clean and soft but not dry. I have very fair ageing skin and it seems to suit me fine.
