Do I have to remove all 20 screws to be able to insert a picture?

You need to turn the little tabs to the side so that you can lift the cardboard cover for each photo. Once you have done that, remove the cardboard and the sample photo. Insert yours. Replace the cardboard and slide tabs back in place to secure photo in the frame.
